If by "energy saving swirly light bulbs," you mean "compact fluorescent lights" then I may have an answer for you. It is actually not uncommon for fluorescent lights to cause people headaches, and even be a trigger for migranes.
All fluorescent lights have a high-frequency flicker to them, due to the normal oscillation in AC electric power and how fluorescent lights work. You can actually see it, if you spread your fingers and wave your hand between you and the light. If you have a good eye, you can see multiple images, rather than a simple blur, similar to what you can see if you wave your hand in front of a CRT monitor or television. Also, fluorescent lights tend towards more-blue color spectra, which can be harsher on the eyes, rather than towards the more-yellow light you would get from an incandescent.
If they really bother you, you may want to switch back to standard light bulbs, despite the shorter lifespan and higher power consumption of incandescents. Other ideas are to change the amounts or locations of the lights in the room, to see if there is a layout and amount of light that feels better for you. There are also different colors or "temperatures" for different fluorescent lights, and some may be easier on your eyes than others.
I hope you find something that works for you.
