According to my Mom, I am of the age (I'm between 20 and 16) where I have to pay more attention to my appearance. Mom hinted to me that I should wear makeup. I have some (bought for me as a present a year ago), but I haven't got a clue what to actually do with it >__<;

First off, you need to wash your face. This'll help wash off the excess oil and dirt from it. Use a gentle soap that won't over dry your skin. There are a lot of specialized facial cleansers that you can get from your local store!
Once your face is cleaned, apply a light, non-greasy daily moisturizer. Many offer SPF, which is important to use every day, even under makeup.

Once washed up, you need to start with foundation. Don't try to completely cover your face with a new color, find a foundation that matches your skin tone. You shouldn't need a lot of it, it's only meant to blend away any blemishes you have in your skin. If you picked a good foundation, you shouldn't even be able to tell you have it on.

Hmmm... from this point forward, it's really up to you for what you want to do.
If you want to look a little happier or perkier, a little bit of blush on the rounds of your cheeks will do wonders. Don't over do it and don't try to use it for any definition in your cheekbones. That'll just look scary. Just a little on the rounded apples of your cheeks should work fine.

For those deep eyes, try a little bit of eyeshadow and eyeliner. Eyeshadow should be blended onto your eyelids. Remember to compliment your eyes. If you have blue eyes, brown or rose tones make your eyes look more vibrant. If you have green eyes, violet will make your eyes look more dramatic but a mocha color will give you a more subtle everyday look. For brown eyes, greens and golds bring out the depths of you eyes.
Now eyeliner is a bit trickier. If you want rounder looking eyes, a bit along the upper edge of your eyelid will do the trick. If you line your entire eye, it'll make your eyes look more dramatic and make your eyes look a bit smaller. Try using some mascara to thicken your eyelashes too. It'll take some practice getting it all together since you'll need a very steady hand a lot of practice.

Finally, your lips. You'll want to use a lipstick that matches your skintone. If you have a warm skintone, use a warm lipstick. It may take a bit of experimenting to find a lipstick that matches your face. Lip liner should be slightly darker than your lipstick. That'll give you the deep, pouty lips look. Try to pick a lip liner that blends well with your lipstick. If it's too dark a contrast, it'll stand out and look unnatural. Lip liner can also be used to enhance the shape of your lips, but don't try too hard to completely change the shape of your lips... that's impossible.
