Er...no.
Actually, since your brain, despite being the largest, densest cluster of nerves in your body, has no nerves to monitor itself, you cannot know if your brain feels itchy, because your brain simply cannot feel that it is itching.

However, this is not is not to say you cannot have the sensation that your brain is itching. There are a multitude of hallucinations that a person can feel either caused naturally, or induced by artificial means.
In most cases, a real sensation is simply mis-interpretted as to its location or its cause. In rarer cases, you can even have what is called "synesthesia" where a (hopefully temporary) mis-wiring of the brain causes one sense to cross over and stimulate another (for example "hearing" a color, or "seeing" a tactile experience).
